24	24		oath or affirmation. The bill adds voice reporters to the list of
25	25		professionals who may administer an oath or affirmation.

46	42		SECTION 1. In Colorado Revised Statutes, amend 24-12-103 as2
47	43		follows:3
48	44		24-12-103. Who may administer oaths or affirmations. (1) All4
49	45		courts in this state and each judge, justice, magistrate, referee, clerk, and5
50	46		deputy clerk; thereof; court reporters who hold the registered professional6
51	47		reporter,
52	48		CERTIFIED VERBATIM REPORTER , OR CERTIFIED VERBATIM7
53	49		REPORTER - STENOTYPE certification or higher; members and referees of8
54	50		the division of labor standards and statistics; members of the public9
55	51		utilities commission; and notaries public have power to administer oaths10
56	52		or affirmations to witnesses and others concerning any
57	53		A matter, thing,11
58	54		process, or proceeding pending, commenced, or to be commenced before12
59	55		them. respectively.13
60	56		(2) The courts, judges, magistrates, referees, clerks, and deputy14
61	57		clerks within their respective districts or counties; court reporters who15
62	58		hold the registered professional reporter,
63	59		CERTIFIED VERBATIM REPORTER,16
64	60		OR CERTIFIED VERBATIM REPORTER - STENOTYPE certification or higher;17
65	61		a person designated by the governing body, or any
66	62		AN officer thereof OF18
67	63		THE BODY; and notaries public within any A county of this state have the19
68	64		power to administer all oaths or affirmations of office and other oaths or20
69	65		affirmations required to be taken by any A person upon any A lawful21
70	66		occasion and to take affidavits and depositions concerning any A matter22
71	67		or thing, process, or proceeding pending, commenced, or to be23
72	68		commenced in any A court or on any AN occasion an affidavit or a24
73	69		deposition is authorized or by law required to be taken.25
74	70		SECTION 2. Safety clause. The general assembly finds,26
75	71		determines, and declares that this act is necessary for the immediate27

77	73		-2- preservation of the public peace, health, or safety or for appropriations for1
78	74		the support and maintenance of the departments of the state and state2
79	75		institutions.3
