4642 SECTION 1. In Colorado Revised Statutes, amend 24-12-103 as2

4844 24-12-103. Who may administer oaths or affirmations. (1) All4
4945 courts in this state and each judge, justice, magistrate, referee, clerk, and5
5046 deputy clerk; thereof; court reporters who hold the registered professional6

5248 CERTIFIED VERBATIM REPORTER , OR CERTIFIED VERBATIM7
5349 REPORTER - STENOTYPE certification or higher; members and referees of8
5450 the division of labor standards and statistics; members of the public9
5551 utilities commission; and notaries public have power to administer oaths10
5652 or affirmations to witnesses and others concerning any
5753 A matter, thing,11
5854 process, or proceeding pending, commenced, or to be commenced before12

6056 (2) The courts, judges, magistrates, referees, clerks, and deputy14

7470 SECTION 2. Safety clause. The general assembly finds,26
7571 determines, and declares that this act is necessary for the immediate27

7874 the support and maintenance of the departments of the state and state2
7975 institutions.3
