2323 For state fiscal year 2025-26, the bill appropriates $5,000,000 from
2424 the species conservation trust fund in the state treasury for various
2525 wildlife conservation programs directed at conserving candidate species
2626 or species that are likely to become candidate species, as determined by

4339 commission, and the director of the division of parks and wildlife, has
4440 submitted to the general assembly, for incorporation into the bill, an
4541 eligibility list that describes programs and associated costs that are
4642 eligible to receive funding from the species conservation trust fund, as
4743 follows:
4844 ! $2,480,000 for the upper Colorado river endangered fish
4945 recovery program;
5046 ! $20,000 for selenium management, research, monitoring,
5147 evaluation, and control;
5248 ! $1,250,000 for native terrestrial wildlife conservation; and
5349 ! $1,250,000 for native aquatic wildlife conservation.
5450 Be it enacted by the General Assembly of the State of Colorado:1
5551 SECTION 1. Legislative declaration. (1) The general assembly2
5652 finds and declares that:3
5753 (a) Section 24-33-111 (2), Colorado Revised Statutes, creates the4
5854 species conservation trust fund in the state treasury to fund programs5
5955 designed to conserve native species that have been listed as threatened or6
6056 endangered under state or federal law or that are candidate species or are7
6157 likely to become candidate species, as determined by the United States8
6258 fish and wildlife service; and9
6359 (b) Pursuant to section 24-33-111 (3), Colorado Revised Statutes:10
6460 (I) The executive director of the department of natural resources,11
6561 after consulting with the Colorado water conservation board and its12
6662 director, the parks and wildlife commission, and the director of the13
6763 division of parks and wildlife, has prepared and delivered to the general14
6864 assembly a species conservation eligibility list describing programs and15
6965 associated costs that are eligible to receive funding from the species16
7066 conservation trust fund; and17
7167 (II) The species conservation eligibility list is subject to18
7268 modification and adoption through the passage of this House Bill 25-___,19
7369 1318-2- enacted in 2025.1
7470 SECTION 2. Eligibility list - approval. (1) The general2
7571 assembly deems the recommended expenditures described in the species3
7672 conservation eligibility list to be in the interest of the people of the state.4
7773 The money specified in this subsection (1) is available in state fiscal year5
7874 2025-26 and remains available for the designated purposes until it is fully6
7975 expended. The executive director of the department of natural resources7
8076 is authorized to obligate and expend five million dollars ($5,000,000)8
8177 from the species conservation trust fund for the following activities,9
8278 programs, and species in the following amounts:10

9591 SECTION 3. Safety clause. The general assembly finds,23
9692 determines, and declares that this act is necessary for the immediate24
9793 preservation of the public peace, health, or safety or for appropriations for25
9894 the support and maintenance of the departments of the state and state26
9995 institutions.27
