44	38		year 2025-26. The bill authorizes the office to accept gifts, grants, or
45	39		donations for crediting to the fund to implement the bill.
46	40		Money in the fund may be used by the office in the governor's
47	41		discretion to hire and employ personnel or retain contractors for purposes
48	42		related to federal government actions that impact federal disbursements,
49	43		grants, contracts, or money received by or transferred to the state. The
50	44		office may also reimburse the department of law for costs associated with
51	45		special assistant attorneys general who are contracted for the purposes of
52	46		providing legal services:
53	47		! To state officers or employees related to legal proceedings,
54	48		inquiries, hearings, or investigations initiated, pursued, or
55	49		threatened by the federal government; or
56	50		! For the criminal defense of state officers or employees in
57	51		legal actions arising out of their official acts or decisions.
58	52		The office may also incur other expenditures covered by the fund
59	53		that are consistent with the purposes of the bill, as determined by the
60	54		governor, including expenditures to preserve and protect state sovereignty
61	55		or federal funding streams that benefit the state.
62	56		Be it enacted by the General Assembly of the State of Colorado:1
63	57		SECTION 1. In Colorado Revised Statutes, 24-75-232, amend2
64	58		(8); and add (4)(d) and (5)(e) as follows:3
65	59		24-75-232. "Infrastructure Investment and Jobs Act" cash4

68	62		HE OFFICE MAY SEEK, ACCEPT, AND EXPEND6
69	63		GIFTS, GRANTS, OR DONATIONS FROM PRIVATE OR PUBLIC SOURCES FOR7
70	64		THE PURPOSES OF SUBSECTION (5)(e) OF THIS SECTION. THE OFFICE SHALL8
71	65		TRANSMIT ALL MONEY RECEIVED THROUGH GIFTS , GRANTS, OR DONATIONS9
72	66		TO THE STATE TREASURER, WHO SHALL CREDIT THE MONEY TO THE FUND10
73	67		FOR USE FOR THE PURPOSES OF SUBSECTION (5)(e) OF THIS SECTION.11

109	103		SECTION 2. Appropriation. For the 2025-26 state fiscal year,26
110	104		$4,000,000 is appropriated to the office of the governor. This27

112	106		-3- appropriation is from the "Infrastructure Investment and Jobs Act" cash1
113	107		fund created in section 24-75-232 (3), C.R.S. To implement this act, the2
114	108		office may use this appropriation for administration of governor's office3
115	109		and residence. Any money appropriated in this section not expended prior4
116	110		to July 1, 2026, is further appropriated to the office for the 2026-27 state5
117	111		fiscal year for the same purpose.6
118	112		SECTION 3. Safety clause. The general assembly finds,7
119	113		determines, and declares that this act is necessary for the immediate8
120	114		preservation of the public peace, health, or safety or for appropriations for9
121	115		the support and maintenance of the departments of the state and state10
122	116		institutions.11
