The bill exempts quantum computing devices and quantum sensing devices from the "Consumer Repair Bill of Rights Act". Dashes through the words or numbers indicate deletions from existing law. SECTION 1. Short title. The short title of this act is the1 "Entanglement Exception Act".2 SECTION 2. In Colorado Revised Statutes, 6-1-1503, add (5)(o)3 and (5)(p) as follows:4 6-1-1503. Manufacturer obligations regarding services -5 exemptions. (5) With respect to digital electronic equipment, this part 156 does not apply to:7 (o) Q UANTUM COMPUTING DEVICES THAT , FOR THE PURPOSE OF8 PERFORMING CALCULATIONS, SIMULATIONS, OR INFORMATION PROCESSING9 TASKS:10 (I) P ERFORM COMPUTATIONAL TASKS BY COHERENTLY11 MANIPULATING QUANTUM BITS THROUGH QUANTUM PHENOMENA SUCH AS12 SUPERPOSITION, ENTANGLEMENT, OR INTERFERENCE; AND13 (II) E XECUTE COMPUTATIONAL OPERATIONS BY MANIPULATING14 AND MEASURING QUANTUM INFORMATION CARRIERS , INCLUDING15 QUANTUM BITS, THROUGH THE CONTROLLED APPLICATION OF QUANTUM16 MECHANICAL PHENOMENA , SUCH AS SUPERPOSITION, ENTANGLEMENT,17 QUANTUM TUNNELING , AND QUANTUM INTERFERENCE ; OR18 (p) Q UANTUM SENSING DEVICES THAT EXPLOIT QUANTUM19 MECHANICAL PHENOMENA , SUCH AS QUANTUM COHERENCE ,20 ENTANGLEMENT, QUANTIZED ENERGY STATES, QUANTUM SQUEEZING, OR21 QUANTUM STATE SUPERPOSITION , TO DETECT, MEASURE, OR MONITOR22 PHYSICAL QUANTITIES, ENVIRONMENTAL PARAMETERS , OR EXTERNAL23 STIMULI WITH PRECISION APPROACHING OR EXCEEDING THE STANDARD24 QUANTUM LIMIT.25 SECTION 3. Act subject to petition - effective date. This act26 takes effect January 1, 2026; except that, if a referendum petition is filed27 1330 -2- pursuant to section 1 (3) of article V of the state constitution against this1 act or an item, section, or part of this act within the ninety-day period2 after final adjournment of the general assembly, then the act, item,3 section, or part will not take effect unless approved by the people at the4 general election to be held in November 2026 and, in such case, will take5 effect on the date of the official declaration of the vote thereon by the6 governor.7 1330 -3-
