Be It Resolved by the House of Representatives of the Seventy-fifth1 General Assembly of the State of Colorado, the Senate concurring herein:2 SECTION 1. At the election held on November 3, 2026, the3 secretary of state shall submit to the registered electors of the state the4 ballot title set forth in section 2 for the following amendment to the state5 constitution:6 In the constitution of the state of Colorado, amend section 4 of7 article V as follows:8 Section 4. Qualifications of members. (1) No person shall be a9 representative or senator who shall HAS not have attained the age of10 twenty-five years, who shall IS not be a citizen of the United States, and11 who shall HAS not for at least twelve months next preceding his THE12 PERSON'S election have resided within the territory included in the limits13 of the district in which he THE PERSON shall be chosen.14 (2) I N ADDITION TO THE REQUIREMENTS SET FORTH IN SUBSECTION15 (1) OF THIS SECTION, NO PERSON SHALL BE A REPRESENTATIVE OR16 SENATOR FOR A TERM OF OFFICE THAT IMMEDIATELY FOLLOWS A TERM17 FOR WHICH THE PERSON WAS APPOINTED TO FILL A VACANCY IN THE18 GENERAL ASSEMBLY FOR THAT OFFICE .19 SECTION 2. Each elector voting at the election may cast a vote20 either "Yes/For" or "No/Against" on the following ballot title: "Shall21 there be an amendment to the Colorado constitution concerning a22 prohibition on a person being a state legislator for a term of office23 HCR25-1002-2- immediately following a term for which the person was appointed to fill1 a vacancy in the general assembly for that office?"2 SECTION 3. Except as otherwise provided in section 1-40-123,3 Colorado Revised Statutes, if at least fifty-five percent of the electors4 voting on the ballot title vote "Yes/For", then the amendment will become5 part of the state constitution.6 HCR25-1002 -3-
