3737 Be It Resolved by the House of Representatives of the Seventy-fifth1
3838 General Assembly of the State of Colorado, the Senate concurring herein:2
3939 SECTION 1. At the election held on November 3, 2026, the3
4040 secretary of state shall submit to the registered electors of the state the4
4141 ballot title set forth in section 2 for the following amendment to the state5
4242 constitution:6
4343 In the constitution of the state of Colorado, amend section 3 of7
4444 article II as follows:8
4545 Section 3. Inalienable rights. All persons have certain natural,9
4646 essential and inalienable rights, among which may be reckoned the right10
4747 of enjoying and defending their lives and liberties; of acquiring,11
4848 possessing and protecting property;
4949 OF DIRECTING THE UPBRINGING ,12
5050 EDUCATION, AND CARE OF THEIR CHILDREN; and of seeking and obtaining13
5151 their safety and happiness.14
5252 SECTION 2. Each elector voting at the election may cast a vote15
5353 either "Yes/For" or "No/Against" on the following ballot title: "Shall16
5454 there be an amendment to the Colorado constitution concerning a person's17
5555 inalienable rights related to their children?"18
5656 SECTION 3. Except as otherwise provided in section 1-40-123,19
5757 Colorado Revised Statutes, if at least fifty-five percent of the electors20
5858 voting on the ballot title vote "Yes/For", then the amendment will become21
5959 part of the state constitution.22
