1111 WHEREAS, Crime and the threat of violence affect individuals,1
1212 families, and communities in profound and varied ways, often leaving2
1313 lasting physical, emotional, financial, and social challenges; and3
1414 WHEREAS, According to the Bureau of Justice Statistics'4
1515 "Criminal Victimization, 2023" report, U.S. residents aged 12 and older5
1616 experienced approximately 6.4 million violent victimizations and6
1717 households experienced approximately 13.6 million property7
1818 victimizations in 2023; and8
1919 WHEREAS, Colorado's Victims' Rights Amendment ensures9
2020 crime victims are treated with dignity, fairness, and respect and have the10
2121 right to be kept informed of and involved in the criminal justice process;11

4438 a powerful impact on educating the nation about the devastating effects2
4539 of crime and victimization and the need to provide support and services3
4640 to individuals and communities hurt by crime; and4
4741 WHEREAS, With the unwavering support of their communities,5
4842 and victim service providers behind them, survivors are empowered to6
4943 face their grief, loss, fear, anger, and hope without fear of judgment and7
5044 feel understood, heard, and respected; and8
5145 WHEREAS, This year marks the 33rd anniversary of the9
5246 enactment of the Victims' Rights Amendment in the Colorado10
5347 Constitution, which passed on November 3, 1992, with the approval of11
5448 82% of Colorado voters; now, therefore,12
5549 Be It Resolved by the House of Representatives of the Seventy-fifth13
5650 General Assembly of the State of Colorado, the Senate concurring herein:14
5751 (1) That we, the Colorado General Assembly, recognize the week15
5852 of April 6-12, 2025, as National Crime Victims' Rights Week in16
5953 Colorado, and, during this week and throughout the year, we honor crime17
6054 victims and those who serve them; and18
6155 (2) That we encourage the citizens of Colorado, as individuals,19
6256 communities, and part of the nation, to seek justice and have compassion20
6357 for crime victims.21
6458 Be It Further Resolved, That copies of this Joint Resolution be sent22
6559 to Governor Jared Polis, Colorado Attorney General Phil Weiser, and23
6660 Stan Hilkey, executive director of the Colorado Department of Public24
6761 Safety.25
