WHEREAS, Representative Hugh Monroe McKean was born on1
October 27, 1967, to Michael and Janet McKean in Philadelphia,2
Pennsylvania, and grew up on a farm in northern Missouri; and3
WHEREAS, Representative McKean settled in Colorado,4
graduating from Colorado State University in 1996, and worked as an5
independent residential contractor across northern Colorado; and6
WHEREAS, After moving to Loveland, Colorado, Representative7
McKean devoted himself to raising his two young children and went on8
to become active in local government, serving his community on a charter9

WHEREAS, Beginning in 2009, Representative McKean served2
on the Loveland City Council for two terms, during which time he3
demonstrated his "love of helping neighbors, supporting his community,4
and finding durable solutions to local and regional problems"; and5
WHEREAS, Representative McKean was first elected to represent6
Colorado House District 51 in 2016, and went on to serve for six years in7
the House of Representatives, where he worked tirelessly to build a better8
future for every Coloradan and was an effective lawmaker, with over 509
of the bills he sponsored being signed by the governor; and10
WHEREAS, In 2020, Representative McKean was elected leader11
of the Colorado House Republican Caucus and gained a reputation as12
someone whose "ability to forge genuine connections with people [and]13
educate himself on the deep details of public policy, combined with his14
infectious sense of humor, boundless energy, and innate curiosity of a15
seven-year-old, made him not only an effective legislator but an16
invaluable colleague and friend"; and17
WHEREAS, Representative McKean passed away on October 30,18
2022, three days after his fifty-fifth birthday; and19
WHEREAS, At his memorial, attended by hundreds of colleagues,20
family, and friends as he lay in state in the capitol rotunda, Representative21
McKean was remembered as someone whose "laughter filled the state22
capitol, but not as much as his heart"; now, therefore,23
Be It Resolved by the House of Representatives of the Seventy-fifth24
General Assembly of the State of Colorado, the Senate concurring herein:25

(1)  That Colorado State Highway 402 from United States27
Highway 287 to Interstate 25 be designated as the "Rep. Hugh McKean28
Memorial Highway".29
(2)  That the Colorado Department of Transportation may accept30
and expend gifts, grants, and donations for the purpose of the initial31
placement of signs to mark Colorado State Highway 402 from United32
States Highway 287 to Interstate 25 as the "Rep. Hugh McKean Memorial33
Highway".34

-2- (3)  That the Colorado Department of Transportation may explore1
a cooperative agreement with the Board of County Commissioners for2
Larimer County for the maintenance of the signs marking the "Rep. Hugh3
McKean Memorial Highway".4
Be It Further Resolved, That copies of this Joint Resolution be sent5
to Amy Parks, Hanna McKean, Aiden McKean, Janet McKean, Summer6
McKean, Andrew McKean, and Scott James.7
