1717 WHEREAS, Representative Hugh Monroe McKean was born on1
1818 October 27, 1967, to Michael and Janet McKean in Philadelphia,2
1919 Pennsylvania, and grew up on a farm in northern Missouri; and3
2020 WHEREAS, Representative McKean settled in Colorado,4
2121 graduating from Colorado State University in 1996, and worked as an5
2222 independent residential contractor across northern Colorado; and6
2323 WHEREAS, After moving to Loveland, Colorado, Representative7
2424 McKean devoted himself to raising his two young children and went on8
2525 to become active in local government, serving his community on a charter9

3333 WHEREAS, Beginning in 2009, Representative McKean served2
3434 on the Loveland City Council for two terms, during which time he3
3535 demonstrated his "love of helping neighbors, supporting his community,4
3636 and finding durable solutions to local and regional problems"; and5
3737 WHEREAS, Representative McKean was first elected to represent6
3838 Colorado House District 51 in 2016, and went on to serve for six years in7
3939 the House of Representatives, where he worked tirelessly to build a better8
4040 future for every Coloradan and was an effective lawmaker, with over 509
4141 of the bills he sponsored being signed by the governor; and10
4242 WHEREAS, In 2020, Representative McKean was elected leader11
4343 of the Colorado House Republican Caucus and gained a reputation as12
4444 someone whose "ability to forge genuine connections with people [and]13
4545 educate himself on the deep details of public policy, combined with his14
4646 infectious sense of humor, boundless energy, and innate curiosity of a15
4747 seven-year-old, made him not only an effective legislator but an16
4848 invaluable colleague and friend"; and17
4949 WHEREAS, Representative McKean passed away on October 30,18
5050 2022, three days after his fifty-fifth birthday; and19
5151 WHEREAS, At his memorial, attended by hundreds of colleagues,20
5252 family, and friends as he lay in state in the capitol rotunda, Representative21
5353 McKean was remembered as someone whose "laughter filled the state22
5454 capitol, but not as much as his heart"; now, therefore,23
5555 Be It Resolved by the House of Representatives of the Seventy-fifth24
5656 General Assembly of the State of Colorado, the Senate concurring herein:25

5858 (1) That Colorado State Highway 402 from United States27
5959 Highway 287 to Interstate 25 be designated as the "Rep. Hugh McKean28
6060 Memorial Highway".29
6161 (2) That the Colorado Department of Transportation may accept30
6262 and expend gifts, grants, and donations for the purpose of the initial31
6363 placement of signs to mark Colorado State Highway 402 from United32
6464 States Highway 287 to Interstate 25 as the "Rep. Hugh McKean Memorial33
6565 Highway".34

6868 a cooperative agreement with the Board of County Commissioners for2
6969 Larimer County for the maintenance of the signs marking the "Rep. Hugh3
