WHEREAS, The State of Colorado recognizes the equal and1
inalienable rights of all humans as the foundation of freedom, justice, and2
peace in the world; and3
WHEREAS, Many products procured by governmental entities of4
the State of Colorado are made with components that are mined,5
produced, or manufactured, wholly or in part, by forced labor; and6
WHEREAS, Forced labor means all work or labor that is exacted7
from an individual under the menace of any penalty for nonperformance8
of the work or labor and for which the individual does not offer the work9
or labor voluntarily, including forced, indentured, or oppressive child10

WHEREAS, Oppressive child labor is a condition of employment2
under which an individual under fourteen years of age is employed in an3
occupation hazardous for the employment of children, such as4
manufacturing or mining; and5
WHEREAS, Concerns about the use of forced labor to create6
certain components and materials prompted the federal government to7
pass the "Uyghur Forced Labor Prevention Act" (known as the UFLPA)8
with overwhelming bipartisan support; and9
WHEREAS, The "Trafficking Victims Protection Reauthorization10
Act of 2013" (known as the TVPRA 2013) mandates the U.S. Department11
of Labor to maintain a list that identifies products that utilize forced labor12
in violation of international standards, and such information is critical in13
combating forced labor and child labor issues; and14
WHEREAS, Forced labor distorts global and local economic15
markets and undercuts ethical businesses and economies that rely on fair16
labor practices; now, therefore,17
Be It Resolved by the House of Representatives of the Seventy-fifth18
General Assembly of the State of Colorado, the Senate concurring herein:19
(1)  That the State of Colorado deplores the use of forced labor and20
finds that it is repugnant, violates basic human rights, constitutes21
discrimination, and damages free and fair competition; and22
(2)  That the State of Colorado will utilize its purchasing power to23
support businesses that create, retail, or utilize products or materials that24
are ethically sourced or manufactured without forced labor and encourage25
the state and local offices of economic development to pursue the location26
or relocation of businesses that ethically source or manufacture products27
and materials without forced labor to the State of Colorado.28
Be it Further Resolved, That copies of this Joint Resolution be sent29
to Governor Jared Polis; Phil Weiser, the Attorney General of Colorado;30
Eve Lieberman, the Executive Director of the Colorado Office of31
Economic Development and International Trade; Patty Salazar, the32
Executive Director of the Colorado Department of Regulatory Agencies;33

governing bodies of all counties in Colorado; President Donald Trump;2
and Colorado's Congressional Delegation.3
