C ONCERNING THE DEFINITION OF OPERATING COSTS FOR CALCULATING COST EFFICIENCY METRICS FOR THE REGIONAL TRANSPORTATION DISTRICT . Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 32-9-119.7, amend (2) as follows: 32-9-119.7. Cost efficiency of transit services - reporting - plans - definition. (2) For the purposes of this section, "operating costs" means all OPERATING expenditures, including EXCLUDING depreciation. except for those incurred in long-term planning and development of mass transportation and rapid transit infrastructures and those costs incurred as a result of providing transportation service mandated by the federal "Americans with Disabilities Act of 1990", 42 U.S.C. sec. 12101 through 12213.
