12-SECTION 1. In Colorado Revised Statutes, 24-32-726, add (7)(c)

22+Joint Budget Committee. In 2022, the general assembly created
23+the financial literacy and exchange (FLEX) program. The FLEX program
24+allows households participating in the state housing voucher program to
25+open an escrow-like savings account. FLEX account holders receive a
26+$200 monthly match and access to services such as financial mentoring,
27+life skills training, and asset management. No households have been
