5047 Be it enacted by the General Assembly of the State of Colorado:1
5148 SECTION 1. Extension of rules scheduled for expiration May2
5249 15, 2025 - exceptions. (1) Except as indicated, the expiration of all rules3
5350 of agencies in the following principal departments, which rules were4
5451 adopted or amended on or after November 1, 2023, and before November5
5552 1, 2024, and that are therefore scheduled for expiration May 15, 2025, is6
5653 postponed:7
5754 (a) Department of agriculture;8
5855 (b) Department of corrections;9
5956 (c) Department of early childhood;10
6057 (d) Department of education; except that the following rules of the11
6158 state board of education concerning rules for the administration of the12
6259 public school finance act of 1994 (1 CCR 301-39) are not extended:13
6360 (I) Rule 3.04, which states in part "The applicable 11-day count14
6461 period is defined as ...";15
6562 (II) Rule 5.04, which states in part "Pupils that first establish16
6663 attendance after the applicable count date but within the applicable17
6764 11-day count period ... for funding at the sending district"; and18
6865 (III) Rule 5.12(6), which states in part "If a pupil transfers from19
6966 one Colorado public school district to another, after the pupil enrollment20
7067 count date but within the 11-day count period ...";21
7168 (e) Department of health care policy and financing;22
7269 (f) Department of higher education;23

7471 (h) Department of labor and employment; except that the2
7572 following rule of the division of labor standards and statistics concerning3
7673 protections for public workers act (PROPWA) rules (7 CCR 1103-17) is4

9693 (s) Department of transportation; and24
9794 (t) Department of the treasury.25
9895 (2) The expiration of all rules of the public employees' retirement26
9996 association, which rules were adopted or amended on or after November27

10198 -3- 1, 2023, and before November 1, 2024, and which are therefore scheduled1
10299 for expiration May 15, 2025, is postponed.2
103100 (3) The expiration of all rules of the board of equalization, which3
104101 rules were adopted or amended on or after November 1, 2023, and before4
105102 November 1, 2024, and which are therefore scheduled for expiration May5
106103 15, 2025, is postponed.6
107104 (4) The recommendations of the committee on legal services as7
108105 reflected in this act apply to the specified rules in the form in which the8
109106 rules were considered and acted upon by the committee. Any amendments9
110107 or other changes in the specified rules that became effective before10
111108 November 1, 2024, that comply with the recommendations of the11
112109 committee on legal services are not affected by this act. Any subsequent12
113110 amendments or other changes in the specified rules that became effective13
114111 on or after November 1, 2024, are not affected by this act.14
115112 SECTION 2. Safety clause. The general assembly finds,15
116113 determines, and declares that this act is necessary for the immediate16
117114 preservation of the public peace, health, or safety or for appropriations for17
118115 the support and maintenance of the departments of the state and state18
119116 institutions.19
