2222 Current law requires the Colorado electric transmission authority
2323 (authority) to conduct a study on the need for expanded transmission
2424 capacity in the state and prepare a final report of the study on or before
2525 January 31, 2025. Section 2 of the bill authorizes the authority to conduct
2626 the study on a recurring basis and requires the authority to present a
2727 statewide transmission plan, based on the results of the study, to the

3636 Section 2 requires the authority to consider advanced transmission
3737 technologies in the study and identify certain projects that use advanced
3838 transmission technologies. "Advanced transmission technologies" is
3939 defined in section 1 as hardware or software technologies that increase
4040 the capacity, efficiency, reliability, or resiliency of an existing or new
4141 transmission facility.
4242 Section 3 designates the authority as a statewide transmission
4343 coordinator. Among other duties, the authority is required to facilitate
4444 coordinated statewide planning; engage with regional and interregional
4545 planning processes; and establish an expert advisory panel to review and
4646 provide feedback on model inputs, assumptions, and approaches.
4747 Under current law, an electric utility must submit an electric
4848 resource plan to the commission for approval. Sections 4 and 5 require
4949 an electric utility to:
5050 ! Include in the electric resource plan a transmission plan
5151 that identifies certain transmission resources and projects;
5252 ! Incorporate in the electric resource plan an evaluation of
5353 advanced transmission technologies or submit to the
5454 commission an explanation of why advanced transmission
5555 technologies are not included in the electric resource plan;

5757 ! Provide model inputs and assumptions and other system
5858 information or methodology consultation necessary to
5959 support the authority in acting as a statewide transmission
6060 coordinator.
6161 Section 4 allows the commission to design incentives for a retail
6262 electric utility that utilizes advanced transmission technologies.
6363 Section 6 requires an electric utility to consider advanced
6464 transmission technologies in the electric utility's 10-year transmission
6565 plan.
