43 | 39 | | SECTION 1. Legislative declaration. (1) The general assembly2 |
---|
44 | 40 | | finds and declares that:3 |

45 | 41 | | (a) Rural and frontier communities are the most remote and4 |
---|
46 | 42 | | sparsely populated communities in Colorado;5 |
---|
47 | 43 | | (b) These communities have low population density and are6 |
---|
48 | 44 | | isolated from population centers and services;7 |
---|
49 | 45 | | (c) As such, rural and frontier communities have difficulties8 |
---|
50 | 46 | | building housing at an affordable cost for their residents because of the9 |
---|
51 | 47 | | cost of providing materials, infrastructure, and labor to the most isolated10 |
---|
52 | 48 | | areas of the state;11 |
---|
53 | 49 | | (d) Rural and frontier communities are also typically located in12 |
---|
54 | 50 | | depressed or even inverted housing markets, making the cost of building13 |
---|
55 | 51 | | homes in these communities financially unfeasible;14 |
---|
56 | 52 | | (e) Increased building code and energy code regulations create15 |
---|
57 | 53 | | burdens for rural and frontier communities, such as additional16 |
---|
58 | 54 | | construction requirements and specific certifications, which increase the17 |
---|
59 | 55 | | cost of housing in rural and frontier communities; and18 |
---|
60 | 56 | | (f) Established state building, plumbing, and electrical codes are19 |
---|
61 | 57 | | more than sufficient at protecting the health, safety, and welfare of20 |
---|
62 | 58 | | Coloradans who live in rural and frontier communities, and using the21 |
---|
63 | 59 | | established codes will reduce the cost of housing for people in those22 |
---|
64 | 60 | | communities.23 |

65 | 61 | | (2) Therefore, the general assembly further declares that it is in24 |
---|
66 | 62 | | the best interest of the state to exempt rural and frontier communities25 |

68 | 64 | | building of homes and reduce the cost of housing in rural and frontier2 |
