4642 The bill makes the following changes for the purpose of improving
4743 the performance of the regional transportation district (RTD):
4844 ! Authorizes RTD to enter into a service partnership
4945 agreement with a local government, institution of higher
5046 education, or other entity to expand services within RTD's
5147 service territory (section 2 of the bill);
5248 ! Requires RTD, in discharging its responsibilities, to
5349 (section 3):
5450 ! Align with statewide greenhouse gas reduction
5551 targets, "Transportation Vision 2035" goals, and
5652 mode choice targets as will be developed according
5753 to Senate Bill 25-030, if enacted;
5854 ! Create worker retention goals;
5955 ! Adhere to the requirements of "General Directive
6056 24-1: Required Actions Regarding Assaults on
6157 Transit Workers", issued on September 25, 2024, by
6258 the federal transit administration of the United

6460 ! Develop performance measures to evaluate its
6561 progress in aligning with state climate goals and

6763 ! Requires RTD to create a 10-year strategic plan no later
6864 than April 10, 2026, and a comprehensive operational
6965 analysis no less frequently than every 5 years beginning in
7066 2026, and to report quarterly to the RTD board of directors
7167 regarding the plan and analysis (section 4);
7268 ! Requires RTD, in conjunction with the creation of its
7369 10-year strategic plan, to study or contract with a third
7470 party to study and identify opportunities to increase funding
7571 to achieve the goals, measures, and targets identified in the
7672 10-year strategic plan (section 4);
7773 ! Requires RTD to create, maintain, and publish on its
7874 website information and dashboards related to capital

9288 ! Requires RTD to modernize and advertise its EcoPass and
9389 low-income fare discount programs (section 4);
9490 ! Adds 2 nonvoting ex officio members to the RTD board of
9591 directors (RTD board), to be appointed by the executive
9692 director of the department of transportation and by
9793 DRCOG (sections 6 and 8); and
9894 ! Prohibits write-in candidates for the RTD board (section
9995 7).
10096 The bill also requires other entities to analyze opportunities for the
10197 improvement of transit services by:
10298 ! Requiring the transportation commission to develop and
10399 publish best practices and technical assistance materials
104100 concerning the creation of regional transportation
105101 authorities to increase funding for transit and to provide
106102 additional transit services within the state (section 5); and
107103 ! Creating an RTD accountability committee within the
108104 Colorado energy office that consists of 13 appointed
109105 members. On or before January 30, 2026, the commission
110106 is required to provide recommendations to the
111107 transportation committees of the general assembly
112108 concerning the governance structure and compensation of
113109 the RTD board and executive leadership, the representation
114110 of local governments and state agencies within RTD, and
115111 RTD's workforce retention (section 9).
