11-SECTION 1. In Colorado Revised Statutes, 1-13.5-513, amend (4);
12-and add (3.5) as follows:

23+The bill clarifies that a special district may cancel an election in a
24+director district if the only matter to be decided at the election is who will
25+be director of the director district, there are not more candidates than
26+positions for director, and the only individuals who may vote are the
27+eligible electors within the director's district.

45-SECTION 2. Act subject to petition - effective date -
46-applicability. (1) This act takes effect at 12:01 a.m. on the day following
47-the expiration of the ninety-day period after final adjournment of the
48-general assembly; except that, if a referendum petition is filed pursuant to
49-section 1 (3) of article V of the state constitution against this act or an item,
50-section, or part of this act within such period, then the act, item, section, or
51-part will not take effect unless approved by the people at the general
52-election to be held in November 2026 and, in such case, will take effect on
53-the date of the official declaration of the vote thereon by the governor.
