Sunset Process - Senate Transportation and Energy
Committee. The sunset law requires that new advisory committees and
task forces be repealed and undergo a review before the repeal. Under this

The bill repeals this scheduled repeal, thereby continuing the towing task
force indefinitely.
Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 2-3-1203, repeal2
(16)(a)(VI); and add (26)
 as follows:3
2-3-1203.  Sunset review of advisory committees - legislative4
declaration - definition - repeal. (16) (a)  The following statutory5
authorizations for the designated advisory committees will repeal on6
September 1, 2025:7
(VI)  The towing task force created in section 40-10.1-403;8

HE FOLLOWING STATUTORY AUTHORIZATIONS FOR THE

HE TOWING TASK FORCE CREATED IN SECTION 40-10.1-403;

HIS SUBSECTION (26) IS REPEALED, EFFECTIVE SEPTEMBER 1,

SECTION 2. In Colorado Revised Statutes, 40-10.1-403, amend15
(6) as follows:16
40-10.1-403.  Towing task force - creation - conflict of interest17
- rules - report - repeal. (6)  This section is repealed, effective18
September 1, 2025 2035. Before the repeal, the task force is scheduled for19
review in accordance with section 2-3-1203.20
SECTION 3. Act subject to petition - effective date. This act21
takes effect at 12:01 a.m. on the day following the expiration of the22
ninety-day period after final adjournment of the general assembly; except23
that, if a referendum petition is filed pursuant to section 1 (3) of article V24
175-2- of the state constitution against this act or an item, section, or part of this1
act within such period, then the act, item, section, or part will not take2
effect unless approved by the people at the general election to be held in3
November 2026 and, in such case, will take effect on the date of the4
official declaration of the vote thereon by the governor.5
