10399 (b) On or before July 1, 2020, the advisory committee shall27

107103 (c) In developing the draft just transition plan ADVISING AND3
108104 MAKING RECOMMENDATIONS TO THE OFFICE OF JUST TRANSITION , the4

124120 (i) This subsection (6) is repealed, effective September 1, 202518
125121 2030. Before the repeal, this subsection (6) is scheduled for review in19
126122 accordance with section 2-3-1203.20
127123 SECTION 3. Act subject to petition - effective date. This act21
128124 takes effect at 12:01 a.m. on the day following the expiration of the22
129125 ninety-day period after final adjournment of the general assembly; except23
130126 that, if a referendum petition is filed pursuant to section 1 (3) of article V24
131127 of the state constitution against this act or an item, section, or part of this25
132128 act within such period, then the act, item, section, or part will not take26
133129 effect unless approved by the people at the general election to be held in27

135131 -4- November 2026 and, in such case, will take effect on the date of the1
136132 official declaration of the vote thereon by the governor.2
