The bill implements the recommendations of the department's sunset review and report by: ! Continuing the collaborative for 7 years, until September 1, 2032; and ! Scheduling the next sunset review to take place pursuant to the sunset review structure for advisory committees. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 10-16-150, amend2 (7) as follows:3 10-16-150. Primary care payment reform collaborative -4 created - powers and duties - report - definition - repeal. (7) This5 section is repealed, effective September 1, 2025 SEPTEMBER 1, 2032.6 Before the repeal, the functions of the primary care payment reform7 collaborative are scheduled for review in accordance with section8 24-34-104 SECTION 2-3-1203.9 SECTION 2. In Colorado Revised Statutes, 2-3-1203, add10 (23.5)(a)(II) as follows:11 2-3-1203. Sunset review of advisory committees - legislative12 declaration - definition - repeal. (23.5) (a) The following statutory13 authorizations for the designated advisory committees will repeal on14 September 1, 2032:15 (II) T HE PRIMARY CARE PAYMENT REFORM COLLABORATIVE16 CREATED IN SECTION 10-16-150.17 SECTION 3. In Colorado Revised Statutes, 24-34-104, repeal18 (26)(a)(VIII) as follows:19 24-34-104. General assembly review of regulatory agencies20 and functions for repeal, continuation, or reestablishment - legislative21 SB25-193-2- declaration - repeal. (26) (a) The following agencies, functions, or both,1 are scheduled for repeal on September 1, 2025:2 (VIII) The primary care payment reform collaborative established3 in section 10-16-150;4 SECTION 4. Act subject to petition - effective date. This act5 takes effect at 12:01 a.m. on the day following the expiration of the6 ninety-day period after final adjournment of the general assembly; except7 that, if a referendum petition is filed pursuant to section 1 (3) of article V8 of the state constitution against this act or an item, section, or part of this9 act within such period, then the act, item, section, or part will not take10 effect unless approved by the people at the general election to be held in11 November 2026 and, in such case, will take effect on the date of the12 official declaration of the vote thereon by the governor.13 SB25-193 -3-
