49	46		Be it enacted by the General Assembly of the State of Colorado:1
50	47		SECTION 1. In Colorado Revised Statutes, 10-16-150, amend2
51	48		(1)(g)(II), (1)(g)(III), (2)(a), and (7); and add (1)(g)(IV) as follows:3
52	49		10-16-150. Primary care payment reform collaborative -4
53	50		created - powers and duties - report - definition - repeal. (1) The5
54	51		commissioner shall convene a primary care payment reform collaborative6
55	52		to:7
56	53		(g) Develop recommendations to increase the use of alternative8
57	54		payment models that are not paid on a fee-for-service or per-claim basis9
58	55		to:10
59	56		(II) Align primary care reimbursement by all consumers of11
60	57		primary care; and12
61	58		(III) Direct investment toward higher value primary care services13
62	59		with an aim toward reducing health disparities;

66	63		NSURE THE DEVELOPMENT AND CONSIDERATION OF

68	65		ALTERNATIVE PAYMENT MODELS THAT ARE RESPONSIVE TO THE NEEDS OF16

70	67		(2) The commissioner shall invite representatives from the18
71	68		following to participate in the primary care payment reform collaborative:19
72	69		(a) Health-care providers, including primary care providers

82	79		SECTION 2. In Colorado Revised Statutes, 2-3-1203, add5
83	80		(23.5)(a)(II) as follows:6
84	81		2-3-1203. Sunset review of advisory committees - legislative7
85	82		declaration - definition - repeal. (23.5) (a) The following statutory8
86	83		authorizations for the designated advisory committees will repeal on9
87	84		September 1, 2032:10

91	88		SECTION 3. In Colorado Revised Statutes, 24-34-104, repeal13
92	89		(26)(a)(VIII) as follows:14
93	90		24-34-104. General assembly review of regulatory agencies15
94	91		and functions for repeal, continuation, or reestablishment - legislative16
95	92		declaration - repeal. (26) (a) The following agencies, functions, or both,17
96	93		are scheduled for repeal on September 1, 2025:18
97	94		(VIII) The primary care payment reform collaborative established
98	95		19
99	96		in section 10-16-150;20
100	97		SECTION 4. Act subject to petition - effective date. This act21
101	98		takes effect at 12:01 a.m. on the day following the expiration of the22
102	99		ninety-day period after final adjournment of the general assembly; except23
103	100		that, if a referendum petition is filed pursuant to section 1 (3) of article V24
104	101		of the state constitution against this act or an item, section, or part of this25
105	102		act within such period, then the act, item, section, or part will not take26
106	103		effect unless approved by the people at the general election to be held in27

108	105		-3- November 2026 and, in such case, will take effect on the date of the1
109	106		official declaration of the vote thereon by the governor.2
