The bill implements the recommendations of the department's sunset review and report by: ! Continuing the collaborative for 7 years, until September 1, 2032; and ! Scheduling the next sunset review to take place pursuant to the sunset review structure for advisory committees. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 10-16-150, amend2 (1)(g)(II), (1)(g)(III), (2)(a), and (7); and add (1)(g)(IV) as follows:3 10-16-150. Primary care payment reform collaborative -4 created - powers and duties - report - definition - repeal. (1) The5 commissioner shall convene a primary care payment reform collaborative6 to:7 (g) Develop recommendations to increase the use of alternative8 payment models that are not paid on a fee-for-service or per-claim basis9 to:10 (II) Align primary care reimbursement by all consumers of11 primary care; and12 (III) Direct investment toward higher value primary care services13 with an aim toward reducing health disparities; AND 14 (IV) E NSURE THE DEVELOPMENT AND CONSIDERATION OF 15 ALTERNATIVE PAYMENT MODELS THAT ARE RESPONSIVE TO THE NEEDS OF16 PRIMARY CARE DELIVERY IN PEDIATRICS.17 (2) The commissioner shall invite representatives from the18 following to participate in the primary care payment reform collaborative:19 (a) Health-care providers, including primary care providers AND 20 PEDIATRIC PRIMARY CARE PROVIDERS ;21 193-2- (7) This section is repealed, effective September 1, 20251 S EPTEMBER 1, 2032. Before the repeal, the functions of the primary care2 payment reform collaborative are scheduled for review in accordance3 with section 24-34-104 SECTION 2-3-1203.4 SECTION 2. In Colorado Revised Statutes, 2-3-1203, add5 (23.5)(a)(II) as follows:6 2-3-1203. Sunset review of advisory committees - legislative7 declaration - definition - repeal. (23.5) (a) The following statutory8 authorizations for the designated advisory committees will repeal on9 September 1, 2032:10 (II) T HE PRIMARY CARE PAYMENT REFORM COLLABORATIVE11 CREATED IN SECTION 10-16-150.12 SECTION 3. In Colorado Revised Statutes, 24-34-104, repeal13 (26)(a)(VIII) as follows:14 24-34-104. General assembly review of regulatory agencies15 and functions for repeal, continuation, or reestablishment - legislative16 declaration - repeal. (26) (a) The following agencies, functions, or both,17 are scheduled for repeal on September 1, 2025:18 (VIII) The primary care payment reform collaborative established 19 in section 10-16-150;20 SECTION 4. Act subject to petition - effective date. This act21 takes effect at 12:01 a.m. on the day following the expiration of the22 ninety-day period after final adjournment of the general assembly; except23 that, if a referendum petition is filed pursuant to section 1 (3) of article V24 of the state constitution against this act or an item, section, or part of this25 act within such period, then the act, item, section, or part will not take26 effect unless approved by the people at the general election to be held in27 193 -3- November 2026 and, in such case, will take effect on the date of the1 official declaration of the vote thereon by the governor.2 193 -4-
