4740 Be it enacted by the General Assembly of the State of Colorado:1
48-SECTION 1. In Colorado Revised Statutes, 25-20.5-112, amend2
49-(2); and repeal (3) as follows:3
50-25-20.5-112. Voluntary competency-based community health4
51-worker registry - requirements - rules - definition. (2) A community5
52-health worker must complete a state-approved training program that6
53-meets credentialing requirements based on competency statements that7
54-represent generalist entry-level core competencies for unlicensed8
55-community health workers and must MAY be listed on the department's9
56-voluntary competency-based community health worker registry. in order10
57-to be reimbursed through the state medical assistance program for11
58-providing community health worker covered services to a medicaid12
59-member.13
60-(3) Participation in the voluntary competency-based community14
61-health worker registry is not required for community health workers who15
62-do not seek reimbursement through medicaid.16
63-SECTION 2. In Colorado Revised Statutes, repeal 25.5-5-334.17

65-(1) To implement this act, general fund appropriations made in the19
66-annual general appropriation act for the 2025-26 state fiscal year to the20

41+SECTION 1. Legislative intent. It is the intent of the general2
42+assembly that one million four hundred three thousand five hundred3
43+twelve dollars from the controlled maintenance trust fund that is4
44+transferred to the general fund in this act and one million four hundred5
45+three thousand five hundred eleven dollars from the excess general fund6
46+reserve is used to provide reimbursement for community health worker7
47+services.8
48+SECTION 2. In Colorado Revised Statutes, 24-75-302.5, add9
49+(13) as follows:10

99--3- general appropriation act for the 2025-26 state fiscal year to the1
100-department of health care policy and financing for medical and long-term2
101-care services for Medicaid-eligible individuals are adjusted as follows:3
102-(a) The general fund appropriation is decreased by $2,729,115,4
103-which is subject to the "(M)" notation as defined in the annual general5
104-appropriation act for the same fiscal year; and6
105-(b) The cash funds appropriation from the healthcare affordability7
106-and sustainability fee cash fund created in section 25.5-4-402.4 (5)(a),8
107-C.R.S., is decreased by $685,499.9
108-(4) The decreases of appropriations in subsection (3) of this10
109-section are based on the assumption that the anticipated amount of federal11
110-funds received for the 2025-26 state fiscal year by the department of12
111-health care policy and financing for medical and long-term care services13
112-for Medicaid-eligible individuals will decrease by $8,012,075.14
113-SECTION 4. Safety clause. The general assembly finds,15
114-determines, and declares that this act is necessary for the immediate16
115-preservation of the public peace, health, or safety or for appropriations for17
116-the support and maintenance of the departments of the state and state18
