10-Be it enacted by the General Assembly of the State of Colorado:
11-SECTION 1. In Colorado Revised Statutes, 19-2.5-1407, amend
12-(3)(f) as follows:
13-19-2.5-1407. Appropriations to department of human services
14-for services to juveniles - definition - repeal. (3) (f) This subsection (3)

44+placed in a licensed temporary shelter;
45+! The process for a judicial district to receive a share of the
46+money appropriated for temporary shelter placements; and
47+! The requirement that the house of representatives public
48+and behavioral health and human services committee and
49+the senate health and human services committee annually
50+hold a joint meeting about the recommendations from the
51+working group for criteria for placement of juvenile
52+offenders (working group) regarding the placement of
53+juveniles.
54+The bill repeals the requirement for the working group to create a
55+formula for the allocation of money to judicial districts for the provision
56+of temporary shelter for juveniles.
57+The bill decreases the state fiscal year 2025-26 appropriation to the
58+department of human services for purchase of contract placements by
59+$175,008 and for program administration related to community programs
60+by $7,560.
61+Be it enacted by the General Assembly of the State of Colorado:1
62+SECTION 1. In Colorado Revised Statutes, 19-2.5-1407, amend2
63+(3)(f) as follows:3

17-SECTION 2. In Colorado Revised Statutes, 19-2.5-1404, repeal
18-(1)(b)(X) as follows:
19-19-2.5-1404. Working group for criteria for placement of
20-juvenile offenders - establishment of formula - review of criteria -
21-report. (1) (b) The working group shall carry out the following duties:

30-money to judicial districts pursuant to section 19-2.5-1407 (3) for the

32-SECTION 3. Appropriation - adjustments to 2025 long bill.
33-(1) To implement this act, general fund appropriations made in the annual
34-general appropriation act for the 2025-26 state fiscal year to the department
35-of human services for use by the division of youth services are adjusted as
36-follows:
37-(a) The appropriation for purchase of contract placements is
38-decreased by $175,008; and
39-(b) The appropriation for program administration related to
40-community programs is decreased by $7,560.
41-(2) The decrease of the appropriation in subsection (1)(a) of this
42-section is based on the assumption that the anticipated amount of federal
43-funds received for the 2025-26 state fiscal year by the department of human
44-services for purchase of contract placements will decrease by $17,309. This
45-figure is subject to the "(I)" notation as defined in the annual general
46-appropriation act for the same fiscal year.
47-SECTION 4. Safety clause. The general assembly finds,
48-determines, and declares that this act is necessary for the immediate
49-preservation of the public peace, health, or safety or for appropriations for

51-institutions.
