Joint Budget Committee. The bill requires the state treasurer to
transfer $5 million from the general fund to the stationary sources control
fund on July 1, 2025.

(2)(b)(VI) as follows:2

N JULY 1, 2025, THE STATE TREASURER SHALL4
TRANSFER FIVE MILLION DOLLARS FROM THE GENERAL FUND TO THE5
STATIONARY SOURCES CONTROL FUND .6
(B)  ON OR BEFORE JULY 1, 2026, AND EACH JULY 1 THEREAFTER7
BEFORE JULY 1, 2029, THE DIVISION SHALL REPORT TO THE COMMISSION,8
THE JOINT BUDGET COMMITTEE OF THE GENERAL ASSEMBLY, AND TO THE9
HEALTH AND HUMAN SERVICES COMMITTEE OF THE SENATE AND THE10
ENERGY AND ENVIRONMENT COMMITTEE OF THE HOUSE OF11
REPRESENTATIVES, OR THEIR SUCCESSOR COMMITTEES, AT A HEARING12
HELD PURSUANT TO SECTION 2-7-203 (2)(a) OF THE "STATE13
MEASUREMENT FOR ACCOUNTABLE, RESPONSIVE, AND TRANSPARENT14
(SMART) GOVERNMENT ACT, ON THE DIVISION'S IMPLEMENTATION OF15
EFFICIENCY IMPROVEMENT PROJECTS RELATED TO THE STATIONARY16
SOURCE CONTROL FUND.17
(C)  THIS SUBSECTION (2)(b)(VI) IS REPEALED, EFFECTIVE JULY 1,18
2029.19
SECTION 2. Safety clause. The general assembly finds,20
determines, and declares that this act is necessary for the immediate21
preservation of the public peace, health, or safety or for appropriations for22
the support and maintenance of the departments of the state and state23
institutions.24
