13-Be it enacted by the General Assembly of the State of Colorado:
14-SECTION 1. In Colorado Revised Statutes, 24-75-105, amend (2)
15-as follows:
16-24-75-105. Transfers required to implement conditional and
17-centralized appropriations - repeal. (2) This section is repealed, effective
18-September 1, 2025
19- SEPTEMBER 1, 2030.
20-SECTION 2. In Colorado Revised Statutes, 24-75-106, amend (2)
21-as follows:
22-24-75-106. Transfers between departments of health care policy
23-NOTE: This bill has been prepared for the signatures of the appropriate legislative

35-24-75-106.5. Transfers between departments of health care
36-policy and financing and human services for corresponding items of
37-appropriation - limitations - repeal. (5) This section is repealed, effective
38-September 1, 2025
39- SEPTEMBER 1, 2030.
40-SECTION 4. In Colorado Revised Statutes, 24-75-107, amend (2)
41-as follows:
42-24-75-107. Cash fund transfers pursuant to sections 24-75-105
43-and 24-75-106 - repeal. (2) This section is repealed, effective September
44-1, 2025 SEPTEMBER 1, 2030.
45-SECTION 5. In Colorado Revised Statutes, 24-75-108, amend (1),
46-(2) introductory portion, and (11); and add (2)(h) as follows:
47-24-75-108. Intradepartmental transfers between appropriations
48-- definition - repeal. (1) Upon approval by the governor, the head of a
49-principal department of state government may, on or after May 1 of any
50-fiscal year and before the forty-fifth day after the close of such fiscal year,
51-transfer moneys
52- MONEY from one item of appropriation made to the
53-principal department in the general appropriation act to another item of
54-appropriation made to the same principal department in said act; except that
55-such transfers shall
56- MUST be made only between appropriations for like
57-purposes. A
58- TRANSFER IS BETWEEN APPROPRIATIONS FOR LIKE PURPOSES
59-WHEN BOTH LINE ITEMS OF APPROPRIATION ARE FOR THE SAME SPECIFIED
60-PURPOSE
61-, AS THOSE PURPOSES ARE DEFINED IN SECTION 24-75-112. All
62-transfers made pursuant to this section shall be

43+transfer of spending authority between line items in specified
44+circumstances and allowing overexpenditures in excess of the amount
45+authorized by an item of appropriation in specified circumstances.
46+The bill also clarifies which transfers between appropriations are
47+for like purposes in the statute allowing for intradepartmental transfers
48+and specifies that transfers between any line items of appropriation in the
49+department of corrections that are not explicitly authorized in a footnote
50+to the annual general appropriation act are not for like purposes.

78-pursuant to this section only for the fiscal years beginning on or after July
79-1, 1998, but prior to July 1, 2025
80- JULY 1, 2030. This section is repealed,
81-effective September 1, 2025 SEPTEMBER 1, 2030.
82-SECTION 7. In Colorado Revised Statutes, 24-75-110, amend (2)
83-as follows:
84-24-75-110. Limitation on judicial department - repeal. (2) This
85-section is repealed, effective September 1, 2025 SEPTEMBER 1, 2030.
86-SECTION 8. Safety clause. The general assembly finds,
87-determines, and declares that this act is necessary for the immediate
88-preservation of the public peace, health, or safety or for appropriations for
