10-Be it enacted by the General Assembly of the State of Colorado:
11-SECTION 1. In Colorado Revised Statutes, 24-1.9-104, repeal
12-(1.5) as follows:

26+requirements for the following annual appropriations by the general

53+for the purpose of establishing a program to provide
54+temporary financial housing assistance to certain
55+individuals with a substance use disorder who have no
56+supportive housing options; and
57+! The appropriation to the behavioral health administration
58+for the administration and implementation of the recovery
59+support services grant program.
60+Be it enacted by the General Assembly of the State of Colorado:1
61+SECTION 1. In Colorado Revised Statutes, 24-1.9-104, repeal2
62+(1.5) as follows:3
63+24-1.9-104. Cash fund - creation - grants, gifts, and donations.4
1464 (1.5) On July 1, 2023, and annually thereafter, the general assembly shall
15-appropriate money to the fund to serve children who would benefit from
16-integrated multi-agency services, including children who have had contact
17-with law enforcement or who are at risk of involvement with the juvenile
18-justice system.
19-SECTION 2. In Colorado Revised Statutes, 26.5-3-206, repeal
20-(4)(a) as follows:
21-NOTE: This bill has been prepared for the signatures of the appropriate legislative

28-the act. 26.5-3-206. Colorado child abuse prevention trust fund -
29-creation - source of funds - appropriation - repeal. (4) (a) For the
30-2024-25 state fiscal year and each state fiscal year thereafter, the general
31-assembly shall appropriate one hundred fifty thousand dollars to the trust
32-fund. The board shall distribute the money appropriated pursuant to this
33-subsection (4)(a) for programs to reduce the occurrence of prenatal
34-substance exposure in accordance with section 26.5-3-205 (1)(h)(III).
35-SECTION 3. In Colorado Revised Statutes, 27-80-122, repeal (2)
36-as follows:
37-27-80-122. Recovery residence certifying body - competitive
38-selection process - appropriation. (2) For the 2021-22 state fiscal year
39-and each state fiscal year thereafter, the general assembly shall appropriate
40-two hundred thousand dollars to the BHA for the purpose of implementing
41-this section.
42-SECTION 4. In Colorado Revised Statutes, 27-80-125, repeal (5)
43-as follows:
44-27-80-125. Housing assistance for individuals with a substance
45-use disorder - report - rules - appropriation. (5) For the 2021-22 state
46-fiscal year and each state fiscal year thereafter, the general assembly shall
47-appropriate four million dollars to the BHA for the purpose of the housing
48-program described in this section.
49-SECTION 5. In Colorado Revised Statutes, 27-80-126, amend (4);
50-and repeal (8) as follows:
51-27-80-126. Recovery support services grant program - creation
52-- eligibility - reporting requirements - appropriation - rules -
53-definitions. (4) The BHA shall administer the grant program. Subject to
54-available appropriations, the BHA shall disburse grant money appropriated
55-pursuant to subsection (8) of this section to each managed service
56-organization designated pursuant to section 27-80-107.
57-(8) For the 2021-22 state fiscal year and each state fiscal year
58-thereafter, the general assembly shall appropriate one million six hundred
59-thousand dollars from the general fund to the BHA to implement the grant
60-program. The BHA may use a portion of the money appropriated for the
61-PAGE 2-SENATE BILL 25-266 grant program to pay the direct and indirect costs of administering the grant
62-program.
63-SECTION 6. Appropriation - adjustments to 2025 long bill.
64-(1) To implement this act, appropriations made in the annual general
65-appropriation act for the 2025-26 state fiscal year to the department of
66-human services for use by the division of child welfare are adjusted as
67-follows:
68-(a) The general fund appropriation for collaborative management
69-incentives is increased by $1,165,039;
70-(b) The reappropriated funds appropriation from the collaborative
71-management cash fund created in section 24-1.9-104 (1), C.R.S., for
72-collaborative management incentives is decreased by $1,165,039; and
73-(c) The general fund appropriation to the collaborative management
74-cash fund is decreased by $1,165,039.
75-(2) The general fund appropriation made in the annual general
76-appropriation act for the 2025-26 state fiscal year to the department of early
77-childhood for use by the division of community and family support for child
78-maltreatment prevention is reduced by $150,000.
79-SECTION 7. Effective date. This act takes effect July 1, 2025.
80-SECTION 8. Safety clause. The general assembly finds,
81-determines, and declares that this act is necessary for the immediate
82-preservation of the public peace, health, or safety or for appropriations for

84-institutions.
