23	23	Joint Budget Committee. The bill excludes from the statewide
24	24	managed care program the services delivered to medicaid members who
25	25	are in a qualified residential treatment program or a psychiatric residential
26	26	treatment facility and in the care and custody of a county department of
27	27	human or social services until July 1, 2026.

35	35	of health care policy and financing (HCPF), in collaboration with the
36	36	department of human services, the behavioral health administration, and
37	37	relevant stakeholders, to develop policies to transition qualified
38	38	residential treatment programs and psychiatric residential treatment
39	39	facilities to the statewide managed care system for medicaid members
40	40	who are in the care and custody of a county department of human or
41	41	social services (policies). No later than July 1, 2026, the bill requires
42	42	HCPF to implement the policies.
43	43	Be it enacted by the General Assembly of the State of Colorado:1
44	44	SECTION 1. In Colorado Revised Statutes, 25.5-5-402, amend2
45	45	(2)(a); and add (2)(c) as follows:3
46	46	25.5-5-402. Statewide managed care system - rules -4
47	47	definitions - repeal. (2) The statewide managed care system5
48	48	implemented pursuant to this article 5 does not include:6
49	49	(a) The services delivered under
50	50	PURSUANT TO the residential7
51	51	child health-care program described in section 25.5-6-903; except in those8
52	52	counties in which there is a written agreement between the county9
53	53	department of human or social services, the designated and contracted10
54	54	MCE responsible for community behavioral health care, and the state11
55	55	department;12

91	91	the support and maintenance of the departments of the state and state21
92	92	institutions.22
