3636 in the department of public health and environment and the division of
3737 labor standards and statistics in the department of labor and employment
3838 (divisions). The audits will determine whether each of the divisions
3939 effectively and efficiently performs and fulfills its statutory obligations.
4040 The initial audit of the air pollution control division must begin in
4141 calendar year 2026, with an additional audit occurring in calendar year
4242 2031, and more frequently in the state auditor's discretion. The initial
4343 audit of the division of labor standards and statistics must begin in
4444 calendar year 2027, with an additional audit occurring in calendar year
4545 2032, and more frequently in the state auditor's discretion. The state
4646 auditor, in their discretion, may conduct additional audits of the divisions
4747 after the first 2 audits have been completed. Upon completion of an audit,
4848 the state auditor is required to submit a written report about the audit to
4949 the legislative audit committee.

8484 SECTION 2. Act subject to petition - effective date. This act15
8585 takes effect at 12:01 a.m. on the day following the expiration of the16
8686 ninety-day period after final adjournment of the general assembly; except17
8787 that, if a referendum petition is filed pursuant to section 1 (3) of article V18
8888 of the state constitution against this act or an item, section, or part of this19
8989 act within such period, then the act, item, section, or part will not take20
9090 effect unless approved by the people at the general election to be held in21
9191 November 2026 and, in such case, will take effect on the date of the22
9292 official declaration of the vote thereon by the governor.23
