4438 WHEREAS, On behalf of the state of Colorado, Lieutenant2
4539 Governor Dianne Primavera led a trade and investment promotion3
4640 delegation to Taiwan in November 2024, along with officials of the4
4741 Colorado Office of Economic Development and International Trade, the5
4842 Colorado Department of Agriculture, and a Colorado delegation of6
4943 economic development professionals and industry leaders from the state,7
5044 who explored opportunities with Taiwan in high-tech industries including8
5145 aerospace, agriculture, and semiconductors; and9
5246 WHEREAS, Negotiations for a fair and reciprocal bilateral trade10
5347 agreement between Taiwan and the United States are an important step11
5448 toward further strengthening of bilateral trade and mutual investment12
5549 between Colorado and Taiwan; and13
5650 WHEREAS, Pressure from the People's Republic of China has14
5751 excluded Taiwan from full and effective membership in several15
5852 international organizations; and16
5953 WHEREAS, The People's Republic of China continues to threaten17
6054 the sovereignty of Taiwan on a daily basis; and18
6155 WHEREAS, Taiwan, as a responsible stakeholder in the19
6256 international community, is seeking to meaningfully participate in the20
6357 United Nations, the World Health Organization, the United Nations21
6458 Framework Convention on Climate Change, the International Criminal22
6559 Police Organization, the International Civil Aviation Organization, and23
6660 the Indo-Pacific Economic Framework for Prosperity launched by the24
6761 United States; now, therefore,25
6862 Be It Resolved by the Senate of the Seventy-fifth General Assembly26
6963 of the State of Colorado, the House of Representatives concurring herein:27
7064 That we, the members of the Colorado General Assembly:28
7165 (1) Strongly support Taiwan's sovereignty and vibrant democracy29
7266 and celebrate the 42nd anniversary of sister-state relations with Taiwan; 30
7367 (2) Strongly support further strengthening of Colorado-Taiwan31
7468 trade relations and academic exchanges;32

7670 -2- (3) Strongly support the signing of the Agreement on Avoidance1
7771 of Double Taxation between the United States and Taiwan to further2
7872 bilateral investment activities; and3
7973 (4) Strongly support Taiwan's inclusion in international4
8074 organizations, which are significant to the health, safety, and well-being5
8175 of its people and the world.6
8276 Be It Further Resolved, That a copy of this Joint Resolution be7
8377 sent to Director General Bill Huang of the Taipei Economic and Cultural8
