Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 9-140c of the general statutes is amended by adding subsection (m) as follows (Effective July 1, 2010): (NEW) (m) No registrar of voters shall be required to purchase the National Change of Address System of the United States Postal Service solely for the purpose of verifying a return address on the outer envelope of an absentee ballot.
