24+AN ACT CONCERNING NEW AND REVISED ACADEMIC PROGRAMS OF NONPROFIT INDEPENDENT INSTITUTIONS OF HIGHER EDUCATION.

1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. (Effective from passage) (a) The Department of Higher Education shall establish a committee to study the department's process of reviewing and approving academic programs proposed or offered by institutions of higher education and determine whether to streamline such process. Not later than September 1, 2010, the committee shall convene its first meeting. Not later than January 1, 2011, the Commissioner of Higher Education shall report on such study and the committee's findings to the joint standing committee of the General Assembly having cognizance of matters relating to higher education, in accordance with the provisions of section 11-4a of the general statutes.
28+Section 1. Subsection (c) of section 10a-34 of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2010):

18-(b) The committee shall be comprised of the following members:

20-(1) The members of the Department of Higher Education's staff who are responsible for the review and approval process;

22-(2) Three representatives of the independent institutions of higher education that comprise the Connecticut Conference of Independent Colleges;

24-(3) A representative of The University of Connecticut;

26-(4) A representative of the Connecticut State University System; and
27-
28-(5) A representative of the regional community-technical college system.
30+(c) [No] Except as provided in this subsection, no person, school, board, association or corporation shall confer any degree unless authorized by act of the General Assembly. No application for authority to confer any such degree shall be approved by the General Assembly or any committee thereof, nor shall any such authority be included in any charter of incorporation until such application has been evaluated and approved by the Board of Governors of Higher Education in accordance with regulations established by said board. New and revised academic programs proposed by a nonprofit independent institution of higher education, authorized pursuant to this section, shall not be subject to approval by the board.
