26 | 26 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

28 | 28 | Section 1. (NEW) (Effective October 1, 2010) The Superior Court shall have jurisdiction of any civil action for a tort committed in violation of the law of nations or a treaty of the United States and, subject to the common law doctrine of forum non conveniens, shall hear any such civil action in tort only if: | |

30 | 30 | (1) Any plaintiff in such action resides in this state; | |
31 | 31 | ||
32 | 32 | (2) Any defendant in such action resides in this state; | |
33 | 33 | ||
34 | 34 | (3) Any defendant in such action owns property located in this state; | |
35 | 35 | ||
36 | 36 | (4) Any defendant in such action is personally served with process in this state; | |
37 | 37 | ||
38 | 38 | (5) The tortious act complained of in such action was committed in this state; | |
39 | 39 | ||
40 | 40 | (6) The harm complained of in such action was suffered in this state; or | |
41 | 41 | ||
42 | 42 | (7) International law confers universal jurisdiction to adjudicate such action in this state. | |
