AN ACT REQUIRING THE ELECTRONIC ISSUANCE OF MOTOR VEHICLE CERTIFICATES OF TITLE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective October 1, 2010) On and after January 1, 2011, the Department of Motor Vehicles shall issue motor vehicle certificates of title electronically.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To require the Department of Motor Vehicles to issue motor vehicle certificates of title electronically to enable lenders to secure liens in a timely fashion.
