AN ACT CONCERNING CIVIL ACTIONS AGAINST THE STATE BY MINORS SEXUALLY ASSAULTED WHILE IN THE CUSTODY OF THE STATE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide that any person may bring an action against the state in the Superior Court to recover damages for personal injury, including emotional distress, caused by sexual abuse, sexual exploitation or sexual assault that occurred while such person was a minor and in the custody of the state on account of being charged with or convicted of a delinquent act. 

Statement of Purpose: 

To provide direct access to the Superior Court for minors who are sexually assaulted while being held pretrial or post-conviction in the custody of the state.
