AN ACT CONCERNING ALTERNATIVE SITES FOR ELECTRIC AND TELECOMMUNICATION FACILITIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to (1) require the Siting Council to compare an applicant's proposed site for an electric distribution or telecommunications facility to alternate sites proposed by the municipality and to make such comparison by evaluating the environmental impact the proposal will have on each site as well as each site's viewshed and functionality, and (2) provide that such council shall not reject a municipality's alternate site unless such council finds that such site is substantially inferior to the site proposed by the applicant.
Statement of Purpose:
To require the acceptance of certain alternative sites for electric distribution and telecommunications facilities when such sites are proposed by municipalities.
