AN ACT CONCERNING STATE AND MUNICIPAL PROCUREMENT RULES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 4e of the general statutes be amended to (1) rescind the procurement rules of any international free trade agreement entered into by or made binding upon the state or the municipalities of this state by any agency of state or municipal government; and (2) ban the state or any municipality from entering into any contract that would be performed by persons employed in a state other than Connecticut, unless the Labor Commissioner and the Governor certify that such other state has laws that protect communities, consumers, the environment and workers, including workers' compensation, at a level similar or superior to that of this state.

Statement of Purpose: 

To ensure that state and municipal procurement supports working people, strong communities, consumers and the environment and helps rebuild our economy after the damage caused by free trade agreements.
