2121 AN ACT CONCERNING STATE AND MUNICIPAL PROCUREMENT RULES.

2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That title 4e of the general statutes be amended to (1) rescind the procurement rules of any international free trade agreement entered into by or made binding upon the state or the municipalities of this state by any agency of state or municipal government; and (2) ban the state or any municipality from entering into any contract that would be performed by persons employed in a state other than Connecticut, unless the Labor Commissioner and the Governor certify that such other state has laws that protect communities, consumers, the environment and workers, including workers' compensation, at a level similar or superior to that of this state.
