2427 AN ACT CONCERNING PROCESSING OF SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM APPLICATIONS.

2629 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. Section 17b-105d of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2011):

30-(a) The Department of Social Services, in conjunction with the member agencies of the Child Poverty and Prevention Council, [may] shall work with local governments, institutions of higher education, community action agencies and other entities to continue and expand efforts, within available appropriations, to enroll eligible individuals in the supplemental nutrition assistance program and to enroll eligible supplemental nutrition assistance participants in education, employment and training activities.

32-(b) The Commissioner of Social Services shall conduct community outreach to assist persons applying for benefits under the supplemental nutrition assistance program by directing existing employees of the Department of Social Services to provide such assistance at community action agencies, hospitals and community health centers.

34-(c) The Commissioner of Social Services shall designate a sufficient number of existing employees of the Department of Social Services to process applications for the supplemental nutrition assistance program to ensure such applications are processed in a timely and accurate manner.

31+That section 17b-77 of the general statutes be amended to require the Commissioner of Social Services to (1) place existing employees of the Department of Social Services at community action agencies, hospitals and community health care centers to assist applicants for benefits under the supplemental nutrition assistance program to complete such applications, and (2) designate a sufficient number of employees of the Department of Social Services to process applications for the supplemental nutrition assistance program to ensure such applications are processed in a timely and accurate manner.
