AN ACT CONCERNING LABOR CONTRACTS DURING PERIODS OF HIGH UNEMPLOYMENT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide that when the state's unemployment rate is above seven and one-half per cent, the legislative body of any municipality may reject a contract and the parties shall not be required to submit to mandatory binding arbitration until such unemployment rate remains below seven and one-half per cent for a period of not less than six months.

Statement of Purpose: 

To allow the legislative body of a municipality to reject a contract without requiring mandatory binding arbitration during periods of high unemployment.
