AN ACT REQUIRING COUNSELING FOR JUVENILES AND YOUTHFUL OFFENDERS CONVICTED OF CRUELTY TO ANIMALS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That subsection (c) of section 46b-140 of the general statutes and subsection (b) of section 54-76j of the general statutes be amended to require a court to order psychiatric or psychological counseling for any child convicted as delinquent or adjudicated as a youthful offender of a "cruelty to animal" crime pursuant to section 53-247 of the general statutes. Statement of Purpose: To make it mandatory that children convicted of cruelty to animals undergo psychiatric or psychological counseling, rather than giving the court the option to order counseling as under existing law.
