AN ACT CONCERNING ELECTION DAY REGISTRATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 9 of the general statutes be amended to establish a system that shall permit individuals with proper identification to register to vote on the day of any regular municipal or state election held after the completion of the state-wide centralized voter registration system, as certified by the State Elections Enforcement Commission, in accordance with the following provisions: (1) A person may register to vote by appearing in person at the office of the registrars of voters on election day, (2) the registrars of voters shall check the state-wide centralized voter registration system before admitting the applicant to determine whether the applicant is an elector in another municipality of the state, (3) if the registrars determine that the applicant is qualified and admit the applicant as an elector, the registrars shall give the applicant a notice of acceptance indicating the applicant's voting district and polling place, (4) the applicant may vote by presenting such notice of acceptance to the polling place moderator, who shall add the elector's name and address to the official checklist, and (5) not later than seven days after the election, the registrars of voters shall send a confirmation to the elector, and if any such confirmation is returned undelivered, the registrars shall refer the matter to the State Elections Enforcement Commission.

To promote voter participation by permitting people to register and vote on the day of a regular election.
