2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective October 1, 2011) The legislative body of any municipality may designate certain sections of roads within such municipality as "accident" or "hot" zones based upon the volume of motor vehicle accidents on such sections of roads. Such signs shall designate the beginning and end of each such zone, and fines for traffic violations occurring within such zones shall be doubled. The state shall remit to any such municipality, on a quarterly basis, fifty per cent of the amount received by the state for citations for traffic violations occurring within such zones.

Such areas will be designated an accident or hot zone based on the volume of automobile accidents. Signs will designate the beginning and end of the zones, and traffic violations occurring in the zones will result in fines being doubled. Half of such fine will go to the municipality, and the other half to the state.
