AN ACT CONCERNING A DEMOCRACY FUND.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 9 of the general statutes be amended to create a Democracy Fund, supported by a new tax on television and radio advertising, through which grassroots political action committees with no corporate support can purchase television and radio advertising to promote their public policy and political views.
Statement of Purpose:
To ensure that average citizens have the same access to the benefit of free speech as corporations and the very wealthy.
