2121 AN ACT CONCERNING AN ENERGY SAVINGS PERFORMANCE CONTRACTING PROGRAM.

2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That the general statutes be amended to provide that the Energy Conservation Management Board shall establish (1) a state-wide energy savings performance contracting program under which a municipality may contract with an electric service company for energy efficiency improvements to a municipal facility in exchange for payment in an amount equal to the energy cost savings realized over a prescribed period of time, (2) a standardized contract through which a municipality and an electric service company may contract under the program, (3) qualifications for energy service companies seeking to participate in the program, and (4) the technical assistance and maintenance that an electric service company shall provide to the municipality for the duration of the contract.
