2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That title 49 of the general statutes be amended to allow a landlord a defense in a foreclosure action, when the unemployment rate is high, that their tenants are unable to pay their rent because the tenants are unable to find employment.
