2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That the general statutes be amended to require the Commissioner of Revenue Services and the Labor Commissioner to determine the manner in which a state tax credit that matches the federal Work Opportunity Tax Credit could be implemented and offered to employers in this state who hire individuals convicted of a crime, to require that population counts from the most recent federal decennial census be adjusted so that persons confined in correctional facilities in this state are counted in the geographic unit in which they resided prior to incarceration and to provide that the state, political subdivisions of the state and employers that contract with the state and such political subdivisions shall not require a prospective employee to disclose any arrests or convictions until such time as the employer has determined the applicant is otherwise qualified and has made an offer of employment to the applicant.

2929 To consider establishing a state tax credit for private-sector employers who hire persons recently released from prison, adjust census data to count persons incarcerated in correctional institutions in the population count of the towns where they resided prior to incarceration and prohibit the state, political subdivisions of the state and employers that contract with the state and such political subdivisions from inquiring about a job applicant's criminal record until such time as the applicant has been conditionally offered a position.
