2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective October 1, 2011) The Commissioner of Transportation may waive insurance and surety bond requirements for persons working in a state highway right-of-way if the commissioner determines that such requirements are not necessary.
