25 | 25 | That the general statutes be amended to provide that any person operating a motor vehicle who causes a motor vehicle accident because such person was using a hand-held mobile telephone illegally to engage in a call or using a mobile electronic device to type, send or read a text message shall be guilty of a felony, and that the operator's license of any such person who causes a second such accident shall be suspended for not less than six months. | |
