| 25 | 25 | That sections 16-245f of the general statutes be amended to cap the surcharge imposed by said section at an amount equal to the average amount of such charge on June 1, 2010, for electric distribution company customers who are not less than fifty-five years old and who heat their homes exclusively with electricity. | |
